TianTong Law Firm has established an energy and environment practice at its Shanghai office, appointing new partner Wen Min as the practice head.
Wen brings extensive experience from her previous role as a public lawyer in the regulation department of the Ministry of Ecology and Environment. She was seconded to a secretariat under the Ministry of Justice, focusing on ensuring that policy implementation aligns with party resolutions.
Specialising in ecological and environmental issues, Wen has expertise in regulatory policies related to the dual carbon targets of reaching carbon peak in 2030, and striving to achieve carbon neutrality by 2060, and is knowledgeable about fair competition reviews of industry environmental policies.
She has been actively involved in drafting and interpreting key laws and regulations, including the Environmental Protection Law, the Soil Pollution Prevention and Control Law, the Noise Pollution Prevention and Control Law, the Carbon Emissions Trading Management Regulations, and measures for reducing greenhouse gas emissions. Wen has also provided legal opinions on significant cases, such as BYD’s excessive emissions.
Additionally, Wen has participated in negotiations for international agreements, including the World Environment Convention, the environmental chapter of the China-EU Investment Agreement, and the United Nations Commission on International Trade Law rules. She has also engaged in environmental legal co-operation involving China, the US, the EU and France.
In September, TianTong welcomed back Lin Wenhui and Wang Pan to the Shanghai office to revive the firm’s bankruptcy practice.
