Hylands Law Firm has recruited partners Liu Xinlei, Luo Bing and Liu Fei to its Beijing office, strengthening the firm’s expertise across multiple practice areas.
Liu, the former non-equity partner at Zhong Lun Law Firm, specialises in investment, M&A and capital markets business. He has advised on restructuring projects for large enterprises such as CITIC Group, China Merchants Group and China Resources Pharmaceutical Commerce.
In the 2022 transaction involving Nanjing Nangang Iron and Steel United’s 60% equity sale, Liu acted as the legal adviser to the buyer, Hubei Xinyegang Steel. Due to the transaction sparking discussions regarding the boundaries and implementation of the right of first refusal and tender offer, China Business Law Journal named it as one of the Deals of the Year 2023.

Luo specialises in private equity and investment funds, real estate and construction, and dispute resolution. With more than 10 years of in-house counsel experience, she has supported Taikang Life Insurance in acquiring 19 medical institutions and nursing homes from Xuzhou Mining Group and has resolved contract disputes and overdue collection for Sino-Ocean Land.
Before joining Hylands, Luo Bing was the general manager of the compliance and risk control department at Dajia Investment Holdings.
Liu, who previously practised at DOCVIT Law Firm, focuses on high-end commercial litigation and has provided criminal defence for various clients, including senior executives of listed companies and private enterprises.
