HKIAC sees deputy secretary-general exit, adds Beijing chief

The Hong Kong International Arbitration Centre (HKIAC) has seen talent move, with Zhang Xi to lead its new Beijing office and Yang Ling, leaving her role as the HKIAC deputy secretary-general to head the International Legal Talents Training Office.

Hong Kong’s Department of Justice recently established the International Legal Talents Training Office, where Yang will take up her new role as director on 1 November. The office will co-ordinate the establishment of the International Legal Talents Training Academy.

The academy, noted in the Hong Kong government’s policy address last year, aims to educate legal talents in international law, common law, civil law and the jurisdiction’s legal system. The academy will regularly hold training courses, seminars and international exchange programmes once it opens.

Yang has been HKIAC’s deputy secretary-general for seven years and is also the chief representative of its Shanghai office. She has been fostering collaboration between Hong Kong and the mainland’s arbitration sector. During her tenure, the HKIAC established a new branch in Beijing, which was considered a breakthrough move.

Zhang will start heading the Beijing office on 10 October. In her previous job, she oversaw Sinochem’s overseas legal affairs. She was a senior counsel at the Beijing International Arbitration Centre between 2015 and 2021.
