Philippines-based law firm DivinaLaw has strengthened its bench with the addition of Gregorio Larrazabal, previously the country’s commissioner of the Commission on Elections (COMELEC) from 2009 to 2011, as a senior partner.
DivinaLaw’s managing partner Nilo Divina told Asia Business Law Journal that the hire was intended to broaden his firm’s specialised practice areas, particularly in election law, legislative advocacy and public policy.
“His (Larrazabal) background also enhances our capability to advise clients in regulated industries where legal, political and compliance considerations intersect,” said Divina.
In his new role, Larrazabal will lead and expand DivinaLaw’s election law and governance practice, while advising clients on compliance, regulatory strategy and dispute resolution involving government agencies. He will also, among other roles, mentor younger lawyers in the firm fostering skills in high-stakes advocacy and strategic negotiation.
The hire comes amid trends and challenges in the Philippines’ legal market, including heightened scrutiny from regulatory bodies, especially in politically sensitive or high-value disputes.
During his tenure as the COMELEC commissioner, Larrazabal chaired the steering committee that successfully oversaw the country’s first nationwide automated elections. As an expert on election law, he has remained active in public discourse on governance and civic engagement, and has advised on complex litigation, regulatory compliance and strategic political consulting in private practice.
“With Larrazabal on board, we are better equipped to offer clients not only robust legal representation but also strategic counsel that integrates legal, regulatory and political considerations — an approach increasingly critical in today’s interconnected environment,” said Divina.
