Hui Zhong expands to Singapore, forms HK alliance

Beijing-based Hui Zhong Law Firm has doubled down on its foreign expansion by forming an alliance with Hong Kong boutique outfit GH Legal in February and opening a new branch in Singapore.

The global pandemic had taken a toll on Hui Zhong in Hong Kong when it first opened in 2020, as its operational growth was hampered, but in 2025 the firm ushered in a fresh start with GH Legal.

Managing partner of Hui Zhong’s Hong Kong branch, Ma Xiaohu, told China Business Law Journal: “We hope to develop steadily based on the current foundation, with the primary goal of taking on more cases and improving service quality.”

The Hong Kong office can advise clients on bilateral treaty disputes as well as representing Chinese companies in arbitration cases in the city and Singapore.

“International disputes require more resources and teamwork in comparison to domestic disputes,” said Ma. “A longstanding team commitment between two firms can help clients better understand our work allocation and cost arrangements. It is important for us to provide clients with better legal services and help them save costs at the same time.”

After combining forces, Hui Zhong’s Hong Kong branch now has six foreign-registered lawyers, including Ma and GH Legal’s principal, George Hui.

Almost a month later, Hui Zhong opened its first overseas office in Singapore. Office head Hazel Tang told 含羞草社区 that her branch’s main business included international commercial arbitration, cross-border investment and financing, and maritime and admiralty law.

“It provides efficient and precise risk management and dispute resolution solutions for Chinese enterprises expanding overseas and international clients investing in China,” said Tang. She added that, for Chinese law matters, the Singapore office would collaborate with the firm’s lawyers based in the Beijing, Shanghai, Shenzhen and Hong Kong offices.
