Commerce & Finance Law Offices has hired Zhong Xiaoming as a partner at its Hong Kong office, marking its second debt capital markets hire from Linklaters after Jiang Shan joined in May.
Eric Chow, managing partner of the firm’s Hong Kong office, said in a press release: “[Zhong’s] decade-long track record handling international transactions in Asian debt markets will instantly elevate our cross-border advisory capabilities.”
Before joining Commerce & Finance, Zhong was a managing associate at Linklaters, where he practised for nearly 10 years. He previously worked at Stevenson, Wong & Co and Deacons.
Qualified in Hong Kong and England and Wales, Zhong has extensive experience in bond issuances, including standalone bond offerings, setting up and drawing down medium-term note programmes, perpetual securities, convertible bonds, free-trade zone (FTZ) bonds and Yulan bonds. His clients include central state-owned enterprises, financial institutions, joint-stock commercial banks, leading property developers, local government-owned enterprises and prominent private companies.
Zhong has led several “first-of-its-kind” transactions, including digitally native bond issuances and cross-border FTZ bond projects. He has also advised clients on liability management transactions such as consent solicitations, tender offers and exchange offers.
