JunHe brings in customs specialists for Shenzhen office

JunHe has hired Ginger Jiang and Hou Ya at its Shenzhen office, further strengthening the firm’s customs and trade compliance practice.

Jiang focuses on customs matters, with the practice covering trade compliance advice, administrative enforcement and investigations, and criminal defence. Her clients come from sectors including biopharmaceuticals, cross-border e-commerce, cosmetics, energy, food and logistics.

Before joining JunHe, she was a partner at Haiwen & Partners’ Shenzhen office from 2024. Previously, she served as a counsel in the compliance and government regulatory team at Fangda Partners.

Prior to private practice, Jiang gained extensive experience in anti-smuggling enforcement. She once worked as a government lawyer with Shenzhen Customs, and participated in revising the Customs Law, the Provisions on the Procedures for the Handling of Administrative Sanctioning Cases of Customs, and the Measures for Hearings on Customs Administrative Punishment.

Jiang has helped well-known international and domestic companies respond to criminal investigations and enforcement actions over suspected smuggling, with several cases ending in decisions not to prosecute.

She has also built expertise in cross-border customs enforcement, and is adept at handling customs inspections, enforcement actions and administrative investigations. She has advised companies facing joint inspections by customs authorities in several locations, as well as joint enforcement by US Customs and Border Protection and the US Department of Justice.

Hou has more than 20 years of experience in China’s customs system, having worked in customs legal departments and frontline positions. She also worked in senior management roles at consulting firms for many years, advising leading companies on bonded maintenance, medical devices, biopharmaceuticals and freight logistics on supply chain planning, the application of preferential policies and import-export compliance.

She focuses on customs protection of intellectual property, classification and valuation, customs clearance, inspection and quarantine, export controls, and audits and inspections. Hou has handled and led more than 1,000 administrative penalty, reconsideration and litigation cases, with expertise in dealing with smuggling matters, tax disputes and bonded supervision cases.
