Fangda Partners has hired former Milbank chief representative in China, Shepard Liu, to join its Beijing office.
Liu specialises in project finance, with extensive experience in multilateral development finance, syndicated loans, export credit and structured finance.
He has frequently acted as the legal counsel of banks in China, assisting them in energy and cross-border financing transactions. His work includes representing the Industrial and Commercial Bank of China and the Export-Import Bank of China in providing USD2 billion for a coal-fired power plant project in Vietnam; assisting ICBC, Bank of China and Sumitomo Mitsui Banking Corporation in providing USD2 billion for a highway project in Argentina.
Liu, admitted in New York and Texas, was the only partner stationed at Milbank’s Beijing branch when the US firm withdrew from the Chinese market and announced the closure of that 18-year-old office.
Fangda has been shoring up its energy team, with the addition of Monica Sun and Li Jie in December 2024.
