Riding the wave of Chinese companies expanding globally, Anli Partners has entered the Dubai market by forming an alliance with boutique firm Sulaiman Al-Naqbi.
Sulaiman is a Dubai-registered commercial law firm led by managing partner Justin Li, a former Huawei Technologies’ regional legal counsel in the Middle East and North Africa. Its team of lawyers is qualified to represent clients in litigation and arbitration before courts at all levels in the United Arab Emirates.
At present, the two firms have signed a co-operation agreement and are sharing an office space. Li told China Business Law Journal that the office currently had 30 lawyers, counsel and partners, focusing on practice areas including commercial law, corporate matters, construction, financing, compliance and more. The team has begun accepting clients in Dubai.

Anli’s Dubai office aims to assist Chinese companies in the Middle East to adapt to local regulations and expand their businesses. The firm will also provide cross-regional and cross-jurisdictional legal services to global clients.
Li said: “As China and the Middle East tighten their co-operation through the Belt and Road Initiative, Chinese-funded enterprises are actively investing in nine major industries in the Middle East, including infrastructure, energy, digital economy and finance, which generate a significant demand for legal services in compliance, contracts and dispute resolution.”
Nearly 15,500 Chinese companies had entered the UAE market, said Abdulla bin Touq Al Marri, the UAE’s Minister of Economy, said in a speech in March this year.
