Introduction

Ajay Kuntamukkala is managing partner of the Washington, DC office of Hogan Lovells and the co-director of the firm’s global international trade and investment practice. He helps companies navigate geopolitical developments and complex national security laws that affect their international business activities. His clients look to him to anticipate and resolve cutting-edge challenges such as China-related national security developments, nuclear trade, economic sanctions, and export controls on emerging technologies, such as cloud services, artificial intelligence, unmanned aerial vehicles, and the intersection of cybersecurity and export-controlled data.

With more than 25 years of private sector and government experience, Kuntamukkala combines legal analysis and policy advocacy to advise clients on export controls, economic sanctions, anti-boycott, and other national security-related matters. His practice includes counselling on compliance with export control, sanctions and national security laws and regulations, designing and implementing compliance programmes, obtaining government licences and authorisations, and assisting clients with government investigations and enforcement proceedings. He works with many industry sectors, such as life sciences, nuclear, technology, aerospace/defence and autonomous vehicles. He represents clients before the US Departments of State, Treasury, Defence, Commerce and Energy as well as the Nuclear Regulatory Commission and other agencies.

Kuntamukkala rejoined the firm after serving as senior adviser to the Undersecretary of Commerce for Industry and Security from 2003-2005. At the Department of Commerce, he counselled the undersecretary on a range of issues involving international trade and national security, including US export control policy and high-technology trade. He supported the agency’s international initiatives such as the US-India High Technology Co-operation Group, which expanded high-technology trade with India. He served as the undersecretary’s appeals co-ordinator, presiding over informal hearings and advising on the disposition of administrative appeals and enforcement proceedings.
