Introduction
Norma Luo is an equity partner and head of the financial markets practice at Chance Bridge Law Firm, with more than 10 years of experience. She was named a “Distinguished Young Professional of Dongcheng District, Beijing” (2025) and serves on the financial securities and tax research committee of the Dongcheng District Lawyers Association. Her practice focuses on investment structuring, cross-border transactions and financial dispute resolution.
Luo is ranked in Legal 500 (2025) as a recommended lawyer in Beijing, listed as a Rising Star in China Business Law Journal’s A-List 2025-26, and recognised with the LegalOne Stellar Accolade in banking and finance (2025). Her deals have also been recognised by IFLR1000 China.
In cross-border investment, Luo advises Chinese companies on overseas expansion. For three consecutive years, she has advised Chinese securities firms on compliance matters related to their overseas subsidiaries across 10 jurisdictions, including Hong Kong, Singapore, Thailand, the Middle East and Europe. She also advises state-owned enterprises and investment funds on cross-border transactions and overseas regulatory compliance .
In structured finance, Luo has extensive experience in cross-border derivatives and securitisation of emerging assets, including carbon and digital assets. She has advised top-tier securities firms on derivatives transactions for many years.
In dispute resolution, Luo combines transactional and litigation expertise in handling complex financial disputes. She has represented a trust company in retrial proceedings before the Beijing High Court, secured a full victory for a securities firm in a RMB1.2 billion (USD174.8 million) securitisation dispute, and achieved favourable outcomes for investment funds in exit and control disputes, with aggregate claims exceeding RMB2bn.
Luo provides end-to-end legal support across compliance, structuring, exits and disputes. She is a co-author of Redefining Financial Rules and Cross-Border M&A, and regularly contributes to IFLR1000 China guides. She publishes on derivatives, securitisation, and bond defaults, and speaks Mandarin, Cantonese, English and French.
