Introduction
Leo Liu is an expert in cross-border dispute resolution and risk management. Prior to joining DHH Law Firm, he held positions at well-known arbitration institutions and law firms both domestically and internationally, serving as China’s chief representative for the Singapore International Arbitration Centre. He has been employed and trusted by a number of Fortune 500 companies for long-term legal services.
Liu has led numerous high-profile government investigation cases, particularly in export controls, sanctions and anti-money laundering, pioneered an integrated legal service encompassing standardised monitoring, compliance, response, lobby-support and litigation. Recognised for his expertise, he has been continuously listed by Chambers and Partners as a recommended lawyer in international trade. In 2024, two cases led by him were included by Xinhua News in its “Annual Cases of Global Investment Legal Service”.
Liu has also successfully represented clients as lead counsel in international arbitration and litigation, with a total dispute amount exceeding USD2 billion. He works with flexibility and resilience, and is highly familiar with the rules and procedures of major domestic and international arbitration institutions. In 2025, one of his cases was selected by China Legal Daily in the “Top 10 Classic Belt & Road Arbitration Cases”. He is known for his effective use of tools in enforceability investigations, cross-border enforcement, anti-money laundering, and criminal investigation in complex cases. Since 2023, he has been commended as the “Most Client-Recognized Elite Lawyer” in arbitration by Legal Hall of Fame China and as an A-List lawyer by China Business Law Journal.
Liu serves as a listed arbitrator or mediator with more than 20 leading institutions and has been nominated as a council member of the China Society for WTO Studies under the Ministry of Commerce. Invited as a fellow and mentor at several top law schools in China, he has participated in many high-level legislative research projects in China, including the revision of China’s Arbitration Law, for which he received a public commendation letter from the Ministry of Law. He also actively contributes to international research and academic forums held by the American Bar Association, ACAMS and the American Society of International Law, the Canadian Council on International Law and the University of Oxford.
