Introduction
Charles Chang is the partner in charge of Chien Yeh Law Offices and has extensive experience advising domestic and international clients on complex litigation and high-profile commercial matters.
He is also the CEO of Chien Yeh Law Offices. He is a leading practitioner in government procurement, infrastructure projects and administrative litigation, and is particularly recognised for advising clients on disputes and regulatory issues arising from large-scale real estate development and public construction projects.
Chang advises developers, investors, contractors and public-sector entities on government procurement procedures, tender disputes, contract performance issues and administrative appeals. He is frequently engaged in matters involving procurement challenges, penalty and termination disputes, and the judicial review of administrative decisions, where a detailed understanding of regulatory frameworks and public law principles is critical.
Real estate development and investment form another core pillar of his practice. He regularly handles matters relating to land acquisition, zoning and land-use regulation, urban renewal projects and development-related disputes. His work often involves co-ordinating commercial objectives with administrative approvals and regulatory constraints.
Chang draws on his previous experience as the director of the National Council for Promotion of Private Participation in Infrastructure Investments of the Republic of China in advising on infrastructure and PPP projects, including concession arrangements and related disputes.
